The Federal Capital Territory Administration (FCTA) has announced it will start enforcement actions against property owners who have defaulted on Ground Rent payments, Land Use Conversion fees, and Right or Certificate of Occupancy (R-of-O/C-of-O) bills beginning Wednesday, November 26, 2025.

Lere Olayinka, Senior Special Assistant to the FCT Minister on Public Communications and Social Media, said the move follows the expiration of several previously granted grace periods.

In May 2025, under the intervention of President Bola Ahmed Tinubu, the FCT Minister, Barrister Nyesom Ezenwo Wike, had allowed defaulters 14 days to pay overdue Ground Rent, including penalties. Similarly, notices regarding the revised Land Use/Purpose Clause were published in early September across newspapers and online platforms, giving property owners 30 days to pay ₦5 million in penalty fees and other charges for land use changes or conversion.

A final 14-day grace period was later issued to residents in Asokoro, Maitama, Garki, and Wuse to comply with land use and conversion regulations, with notices broadcasted on television, radio, and online platforms.

“The 14-day extension for Ground Rent expired on June 9, while the grace period for land use compliance ends on Monday, November 24,” Olayinka noted.

He stressed that enforcement will also target individuals who purchased properties from others but have not yet registered their ownership by obtaining the mandatory Minister’s Consent and recording their Deeds of Assignment.

“The FCTA is committed to ensuring compliance with all land and rent regulations,” Olayinka said, warning defaulters that enforcement actions will begin immediately after the grace period lapses.
