The Nigerian Senate has taken a significant step toward creating a unified national emergency response system, passing the National Emergency Toll Service (NETS) Establishment Bill 2025 at its second reading. The legislation aims to introduce a three-digit, toll-free number that would allow citizens to quickly access emergency services across the country.

Sponsored by Senator Abdulaziz Musa Yar’adua of Katsina Central, the bill also assigns the Nigerian Communications Commission (NCC) as the regulatory authority to ensure effective coordination among emergency responders nationwide. Lawmakers expressed strong support for the bill, emphasizing its potential to streamline emergency response and improve public safety.

During plenary, the Senate additionally announced a major reshuffle of several standing committees, fulfilling a prior commitment to reorganize the Committee on National Security and Intelligence. The changes were unveiled by the Senate Selection Committee, led by Senate President Godswill Akpabio.

As part of the reorganization, Senator Yahaya Abdullahi of Kebbi State has been appointed Chairman of the Committee on National Security and Intelligence, replacing Senator Shehu Buba, who was removed last week. Abdullahi previously chaired the National Planning Committee, which is now under the leadership of Senator Mustafa Musa of Yobe State.

Senator Buba has been reassigned to chair the Committee on Livestock and Animal Husbandry. Meanwhile, Senate Minority Whip Osita Ngwu of Enugu State has taken over as acting Chairman of the Committee on Air Force after former Chairman Senator Akwashiki became indisposed. Ngwu had formerly served as deputy chairman.

Senate leaders said the committee reshuffles are part of a broader effort to strengthen legislative oversight and improve Nigeria’s response to growing security challenges. They stressed that these moves, alongside the NETS bill, are designed to enhance the nation’s readiness and coordination in handling emergencies.
