Interior Minister Alexander Dobrindt also linked the incident to what he described as an established pattern of Russian hybrid operations in Europe.

Among the measures announced by Germany are the closure of the Russian Consulate General in Bonn and tighter immigration controls affecting Russian nationals.
Germany also plans to increase pressure on Russia’s so-called shadow fleet, a network of vessels Moscow is accused of using to circumvent sanctions.
The government said the measures were designed to respond to what it sees as growing Russian efforts to destabilise European countries through sabotage, disinformation and other covert operations.
