Former Vice-President Atiku Abubakar has proposed a Police Dignity Guarantee Plan that he says he would introduce from the first day of his presidency if elected in 2027.

Atiku said the proposed programme would focus on improving police salaries, addressing pension arrears and providing lifelong healthcare for retired officers.

The former vice-president has accused President Bola Tinubu’s administration of neglecting retired police personnel, arguing that some former officers face difficulties paying for food, medical treatment and other basic necessities.

He has also called for urgent action on the Police Exit Bill and a review of salaries for serving police officers.

Proposed Measures for Police Welfare

Atiku’s proposed plan centres on three main areas: better remuneration for serving officers, the settlement of outstanding pension obligations and continued healthcare support for personnel after retirement.

He has argued that officers who spend years protecting lives and property should not be left without adequate financial and medical support when they leave the force.

The proposal also addresses concerns about the relative treatment of police officers and other security personnel following reported salary adjustments for members of the Armed Forces.

Atiku said improving the welfare of officers would form part of a wider effort to strengthen public institutions and improve security.

Implementation and Funding Questions

The proposal remains an electoral commitment rather than an implemented government programme.

Its feasibility would depend on the detailed policy framework, the cost of settling outstanding pension liabilities, the design of the healthcare scheme and the availability of sustainable funding.

Any reform would also need coordination among the Federal Government, the police authorities, pension administrators and healthcare providers.

The Police Exit Bill and broader pension arrangements remain important elements of the debate over how to protect the long-term welfare of serving and retired officers.

Atiku’s proposal places police welfare firmly within the 2027 policy debate. Its eventual credibility will depend on whether the campaign provides clear implementation details, financing arrangements and measurable targets.
