The Oyo State House of Assembly has approved Governor Seyi Makinde’s request to proceed on annual leave, with Deputy Governor Bayo Lawal assuming office as Acting Governor in line with the Nigerian Constitution.
The Oyo State House of Assembly has approved Governor Seyi Makinde’s request to embark on his annual leave, paving the way for Deputy Governor Barrister Bayo Lawal to assume the responsibilities of Acting Governor during the vacation period.
The approval followed the consideration of a letter transmitted by Makinde to the Assembly in accordance with Section 190(1) of the 1999 Constitution (as amended), which requires a governor to formally notify the legislature before proceeding on leave or otherwise becoming unable to discharge the functions of office.
Assembly Grants Approval
The governor’s request was read during plenary by the Speaker of the Oyo State House of Assembly, Adebo Ogundoyin, after which lawmakers approved the leave.
With the approval, Deputy Governor Bayo Lawal immediately assumed executive responsibilities as Acting Governor and is expected to oversee the affairs of the state until Governor Makinde returns from his vacation.
Constitutional Transfer of Power
The temporary transfer of executive powers follows constitutional provisions designed to ensure continuity in governance whenever a governor proceeds on leave.
Governor Makinde’s letter formally empowered Lawal to perform all constitutional duties attached to the office of governor throughout the leave period.
Routine Administrative Process
The development is regarded as a routine constitutional process rather than a political transition.
Makinde has, on previous occasions, transmitted executive authority to his deputy while proceeding on annual vacation, ensuring uninterrupted governance in Oyo State.
No changes have been announced regarding the composition of the State Executive Council, and government activities are expected to continue under the Acting Governor.
Bayo Lawal has served as Oyo State’s Deputy Governor since July 2022.
His assumption of office in an acting capacity ensures continuity of governance pending Governor Makinde’s return from leave.
