The United States government is offering a reward of up to $8 million for information that could help identify or locate Sanaullah Ghafari, also known as Shahab al-Muhajir, the leader of Islamic State Khorasan Province (ISIS-K).
The offer is being made through the US State Department’s Rewards for Justice programme.
According to the programme, Ghafari was appointed leader of ISIS-K by the group’s central leadership in June 2020. The United States says he is responsible for approving ISIS-K operations in Afghanistan and arranging funding for the group’s activities.
The US government identifies ISIS-K as a designated foreign terrorist organisation and considers Ghafari a key figure in the group’s leadership structure.
The Rewards for Justice programme says Ghafari was born in Afghanistan in 1994 and had previously been involved in militant operations in Kabul before becoming the group’s leader.
The programme is seeking information that could lead to his identification or location.
The latest reward offer forms part of wider US efforts to disrupt ISIS-K’s leadership, financing and operational networks.
The United States has also targeted individuals and entities accused of facilitating ISIS financial activity. In June 2026, the US Treasury Department announced sanctions against three individuals and six entities across Europe, the Middle East and West Africa over alleged financial support for ISIS networks.
The $8 million reward remains one of the US government’s major public incentives for information on the ISIS-K leadership.
